Short answer
A trade licence is not a bank account. Banks in Dubai decide for themselves, on KYC, activity and UBOs. This briefing lists documents and costs — with no opening guarantee.
This is an orientation answer, not advice for an individual case.
A DET or free-zone licence does not oblige a bank to take you as a customer. Opening is a decision by the bank, after KYC on the entity, the UBOs, the activity and the source of funds. This briefing describes documents, cost lines and a realistic order. It promises no account, no timeline and no IBAN.
Banks in Dubai sit under UAE supervision (including the Central Bank of the UAE). That is federal. Your office address is emirate-specific. Both tracks must line up.

Why “including a bank” misleads
A CSP can make an introduction. They cannot overrule the risk committee. Activities that say “consultancy” on paper but are cash-intensive or touch high-risk jurisdictions are tested harder. A flexi-desk with no demonstrable substance does not help. A promise of opening is a red flag, not a bonus. Choosing an advisor.
Without an account you can still hold a licence and still have no local collection. Plan liquidity in the home country until KYC completes — or fails.
Documents you can prepare
Lists differ by bank. A working stock:
- Trade licence, MoA/AoA, shareholder register, establishment card if already issued.
- Passports of UBOs and signatories, visa/Emirates ID if held.
- Proof of address (home and office): lease, Ejari, utility.
- Business plan: who the customers are, countries, expected turnover band, why Dubai.
- Source of funds / wealth: savings history, sale of a business, dividends — not a vague “savings”.
- An existing bank reference.
- FTA registration proof if already in.
- For regulated activities: extra permits.
Shareholder attendance for an interview is common. Budget travel as a cost, not a surprise. Formation steps.
Costs
- Account-opening or relationship fee (not everywhere; still ask).
- Minimum balance or average-balance condition.
- Transaction and FX tariffs (often the real annual cost).
- Cheque books, salary cards, trade facilities — optional.
- Accountant letters, attestation, courier.
- Time: flights, stays, repeat KYC.
Ask for a tariff sheet before you pick “the cheapest bank”. Cheap in monthly fee can be expensive in USD wires.
Order and timing
A sound order: licence → office the bank will accept → complete KYC pack → two banks in parallel, not six. Timelines range from weeks to months. “Two weeks guaranteed” is marketing. Keep the old account until the new one is live.
Mainland versus free zone does not automatically change the bank; it changes the story you must be able to tell. Free zone or mainland.
What a refusal often means
No reasons, or a generic compliance line. You may ask another bank; you may not assume an introduction will fix it. Sometimes the activity is the problem, sometimes the UBO jurisdiction, sometimes incomplete papers. Improve the pack; do not buy a “guaranteed account” from a third party.
Worked example
Worked example (assumptions): two shareholders fly twice (EUR 3,000 pp all-in × 2 × 2 = EUR 12,000), accountant letter AED 4,000, attestation AED 2,000, three extra months of office while KYC runs AED 6,000, buffer EUR 5,000. Sum well over EUR 20,000 of attempt, even if the account never appears. Put that in the first-year budget.

What you put in the business plan (and what you do not)
Banks want a story that matches the licence activity. Write: who the first three customers are (sector and country, without leaking their data), how invoices will run, which currencies, why the office address fits that activity. Do not write: guaranteed turnover, “0% tax”, or that the CSP “sorts” the account.
UBO chart: natural persons to the end, no anonymous trusts you cannot explain. If a Dutch holding is the shareholder, bring that holding’s extracts and UBO registration. Inconsistency between the MoA and the KYC form is a classic refusal.
Ask whether AED and USD/EUR accounts sit in the same file, what internal transfer costs, and whether salary cards trigger extra KYC. A “cheap” account that takes 2% on incoming EUR is expensive if your customers pay in euro. Put three sample transactions on paper and have the bank put fees on them. That is a mini worked example, not a tariff promise.
Personal accounts of shareholders are not a business account. Mixing them is a compliance problem at home and in Dubai.
FAQ
Can I open a business account without a visa? Some banks ask for residency of signatories; others look at the entity. There is no rule that guarantees opening with or without a visa. Ask the bank in writing.
Is a fintech account a substitute? It is a different product, often with its own limits. It does not replace local cheque culture where that still applies, and it does not remove FTA duties.

Once the account exists
Put mandates, dual authorisation and a payments policy on paper. One signatory with a debit card is an operational risk. FTA filings run through the entity, not the UBO’s personal account. Keep the KYC pack current on every shareholder change; banks will ask again.
