Short answer
A Dubai flat is not a tax exemption. The Netherlands, Belgium and the UK look differently at assets, rent and emigration. This briefing splits the three countries and ends with expert questions — not advice.
This is an orientation answer, not advice for an individual case.
Owning a home in Dubai does not switch off the tax authority in the Netherlands, Belgium or the United Kingdom. Which regime applies depends on tax residence, on the type of income, and on treaties — not on the language of this article, not on a Dutch passport alone, and not on the fact that the UAE has no classic federal wage income tax. Tax residence, civil residence, a Dubai residence visa and nationality are four separate ideas.
This briefing is a question map, not a return. Figures and boxes change; have a qualified adviser in the country where you are resident apply the facts. No tax exemption is promised.

Four ideas you must not mix
- Nationality / origin country. The passport you travel on.
- Language. Dutch or English says nothing about residence.
- Presence in Dubai. Visa, Emirates ID, tenancy — emirate-specific and federally intertwined, but not automatically tax residence in NL/BE/UK.
- Tax residence. Where that country treats you as resident for income tax.
A Dutch-speaking Belgian who buys a unit in Dubai and still lives in Antwerp remains under Belgian resident rules until the facts show otherwise. Conversely, deregistering with a municipality does not automatically prove the other state treats you as resident.
Dubai and the UAE: what this briefing does not claim
- No “0% on everything”. The UAE has federal corporate tax and VAT. Property income of individuals is a different question from income of a company.
- DLD transfer costs (research starting point 2% + 2% plus trustee, 17 September 2026) are not income tax. DLD Property Sale Registration.
- Municipal or emirate levies can exist; verify per asset. This is not a UAE-wide exemption.
Company structures engage FTA rules, including free-zone persons — not a blanket 0%. See free zone or mainland.
The Netherlands
If you remain Dutch tax-resident
The Belastingdienst treats a second home or other immovable property outside the Netherlands in box 3 frameworks: you report fair-market value, in unoccupied (and, if let, see the specific valuation rules) condition, on the valuation date that year’s instructions name. Primary guidance:
Box 3 is in motion (notional return, restoration, actual return). This article does not lock a 2026 rate. Ask the adviser which base applies to your year and how double-tax relief under the Besluit voorkoming dubbele belasting is applied. Treaty law often (not always in the same way) assigns taxing rights over immovable property to the situs state; “reporting” and “ultimately taxing” are not the same.
If the dwelling belongs to a business or to income from other activities, box 1 can apply. That is a facts question, not automatic on a single flat.
If you are considering emigration
Use the Belastingdienst checklist: DigiD, municipal deregistration, health insurance, allowances, provisional assessment, return for the year of departure, a possible conservative assessment, a home left in the Netherlands. Source: Emigration checklist. Practical departure points: relocating to Dubai.
Expert questions — Netherlands
- Am I still resident on 1 January of year X, or does a split year apply?
- In which box does the Dubai unit sit (second home, other immovable property, business assets)?
- Which value and which valuation date, including if the unit is let?
- How does double-tax relief work in box 3 this year?
- Does a conservative assessment touch shares or pensions on departure?
Belgium
If you remain a Belgian resident
FPS Finance is explicit: as a resident you report worldwide income and immovable property situated abroad, regardless of the country. Source: Foreign income (Dutch official page). Whether and how it is effectively taxed depends on the type of income and the double-tax treaty. Reporting is the default; “not taxed” is a treaty or statute point, not silence.
Residence depends on dwelling (lasting presence) or the seat of fortune, judged on the facts. Registration in the National Register creates a rebuttable presumption. For spouses and legal cohabitants, the place where the family is established weighs heavily. Source: Leaving Belgium — tax return.
If you leave Belgium
The steps depend on whether you remain domiciled, whether you still have Belgian income, and on the actual family seat. Deregistering is not the same as “no Belgian tax office”. Start: Leaving Belgium.
Expert questions — Belgium
- Am I resident by dwelling, seat of fortune, or the family presumption?
- How do I report the Dubai dwelling (cadastral / notional framework that applies this year) and which papers evidence value?
- Which treaty article matters for immovable property UAE–Belgium, and do I need a residence certificate?
- What must I do in the year of departure if I still have Belgian rent or a company?
United Kingdom
If you remain UK-resident
UK tax residents report worldwide income and, depending on that year’s regime, gains. Overseas property can bring rent into the UK return and CGT on a later sale, under the rules then in force and any treaty. This article does not lock a CGT rate. Primary orientation on leaving and residence: Tax if you leave the UK to live abroad and the statutory residence test on GOV.UK.
Non-domicile status has been reformed; do not rely on old blog rules. Ask a UK adviser what applies to your years.
If you leave the UK
HMRC wants to know if you are leaving permanently, working abroad full-time, or leaving as a foreign national. P85 (if you do not complete Self Assessment) or the residence pages of Self Assessment (SA109) are the channels GOV.UK names. Being non-resident does not always switch off UK tax on UK-source income (for example UK rent). Split-year treatment is factual.
National Insurance, State Pension and Council Tax are separate tracks. Source: the same GOV.UK page, reviewed in this briefing on 17 September 2026.
Expert questions — UK
- What is my residence status under the statutory residence test this tax year (6 April–5 April)?
- How do I report Dubai rent, and which costs are allowable?
- What is the CGT position on a later sale, including base cost and FX?
- If I leave: P85 or SA109, and what happens to UK property I still hold?
Expert questions before you buy or move
Put these to two people: a tax adviser in your current country of residence and, if you are considering a company, someone who knows FTA corporate tax. Not to the broker.
- Where am I tax-resident on the intended purchase date, and why?
- Does the purchase change that status, or only the filing duty?
- Do I buy personally or through a company, and what does that mean in both countries?
- Which papers do I keep from day one (purchase, rent, service charges, FX)?
- What is the tax exit plan: sale, gift, death, return?
Worked example (not a tax computation): you buy for AED 2,000,000 and think “no income tax in Dubai, therefore 0”. In this example you remain resident in country X. Country X asks you to report the dwelling or the rent. The “0” was the wrong denominator. Put the home-country question on the cost line before you calculate yield. Gross/net.
