Short answer
Investing in Dubai starts with a purpose and an amount you can hold, not with a brochure. This briefing helps you write a plan: horizon, liquidity, counterparties and home-country rules — without buy advice.
This is an orientation answer, not advice for an individual case.
Investing in Dubai is a label for several decisions: buying a home, forming a company, putting time and a network into the emirate, or a mix. Those decisions share one requirement: a purpose, a horizon and an amount you can hold if liquidity turns against you. This briefing is a planning frame. It is not buy advice, not a product recommendation and not a promise of return, tax relief or a permit.
Dubai is one emirate. What DLD, DET or RERA do here does not automatically apply elsewhere in the UAE. Origin country, language, residence status and tax residence remain separate questions.

Purpose first, instrument second
Write one sentence you can test in five years. Examples of testable purposes — not recommendations:
- “I want a pied-à-terre in Dubai that I use myself, funded with money I can spare for twelve months.”
- “I want a Dubai company to serve an existing client relationship, with a first-year budget I already hold in cash.”
- “I will not buy property until I have lived on the ground for three months.”
Vague purposes sound like “ride the market” or “something in the UAE”. They cannot be tested. Property is not the only instrument; a company, a lease or network time alone may fit better. See Starting a company in Dubai and Relocation.
Nationality is not a strategy. A Dutch passport holder who lives in Belgium and buys in Dubai has three legal orders in one sentence. Do not mix them.
Three layers of a realistic plan
1. Capital and liquidity
Set the amount you will deploy and the amount you will keep back. For property: price plus transaction costs (DLD starting point 2% + 2% and trustee fees per the DLD page of 17 September 2026 — not all-in) plus at least six to twelve months of holding costs. For a company: formation, office, visa research, bookkeeping, FTA registration — without treating a licence as “including a bank account”.
If the plan only works if you sell at a profit within twelve months, it is not an investment plan. It is a bet on liquidity.
2. Governance
Who may sign? Who holds the title deed, the licence, the passwords to government portals? With co-owners: what happens on death, divorce or disagreement? In Dubai the registers are local; at home, succession and matrimonial property may run differently. That is an expert question, not a DIY clause from a blog.
3. Home-country position
Tax residence, source of funds, any filings with the Belastingdienst, FPS Finance or HMRC, and whether a move is even on the table. The language your adviser speaks does not prove residence. Country-by-country starting points: Dubai property and tax in the Netherlands, Belgium and the UK.
What does not belong in a plan
- A guaranteed gross or net yield.
- “Tax-free” as a synonym for Dubai or a free zone.
- A fixed loan-to-value for non-residents.
- A guarantee that a bank will open an account.
- Membership counts, awards or anonymous quotes as evidence.
If a pitch needs one of those points to remain logical, the pitch is the problem. Yield maths — with assumptions — belongs in Gross and net yield. Risks are set out in The main risks.
Risks every plan should name
Every Dubai plan, whether bricks or a licence, carries at least:
- Liquidity risk. You cannot always sell or stop when you wish.
- Counterparty risk. Developer, seller, corporate service provider, broker.
- Currency risk. The dirham is pegged to the dollar; your home currency is not.
- Regulatory risk. Corporate tax, visa policy, community rules and DLD fees can change.
- Information risk. Brochures are not registers.
Name them in the plan with one sentence on “what I then do”. “I can accept a void of up to X months” is a plan. “That does not happen in Dubai” is not.
Steps to get the plan on paper
- Purpose sentence and horizon (years, not “flexible”).
- Maximum deployment and minimum buffer, in home currency and in AED.
- Instrument: rent, buy completed, off-plan, a company, or residence first. One primary instrument.
- Due-diligence budget: lawyer in Dubai, tax adviser in the country of tax residence, valuer if needed.
- Decision dates: when you stop if the papers disappoint.
- Review date: at least annually, and on any change of visa or tax residence.
This is the same rhythm as due diligence on a purchase (Property) and on formation (Business).
Cost lines without invented totals
Put these rows in the spreadsheet, with “unknown — request” where you have no source:
- Transaction: DLD, trustee, commission, legal, FX.
- Holding: service charges, chiller, DEWA, management, insurance.
- Operating: licence, office, visa research, audit, FTA, bank compliance (no opening guarantee).
- Time: flights, stays, school if the family comes.
Worked example (assumptions): you earmark EUR 250,000 to deploy plus a EUR 40,000 buffer. You buy nothing until due diligence is paid (say EUR 4,000 legal in Dubai + EUR 2,000 tax adviser at home). If the lawyer advises against the SPA, the plan stops. The “cost” of that scenario is EUR 6,000 plus travel time — not the EUR 250,000. That is how a realistic plan contains loss. It is not advice to buy or not to buy.
