Short answer
After purchase, service charges, district cooling and management decide whether a unit remains bearable. This briefing shows what to request and how to build an annual cost without invented rates.
This is an orientation answer, not advice for an individual case.
The purchase price is a one-off. Service charges are not. In Dubai an owner typically pays a periodic contribution for common parts, building management and, often, utilities billed through the community. The rate is not a nationwide percentage printed on the DLD title deed. It follows from the building, the owners association or the developer, and from what is actually spent or pre-funded that year.
This briefing is about Dubai. Other emirates have their own community and management practices. Figures below are methods and worked examples, not market averages.

What service charges do and do not cover
Service charges (often quoted per square foot per year) fund shared costs: cleaning, security, lift maintenance, insurance of common areas, sometimes a reserve fund. They do not automatically cover:
- your own water and electricity through DEWA (Dubai Electricity and Water Authority — emirate-specific);
- furniture, fit-out and maintenance inside the unit;
- mortgage interest;
- void periods;
- district cooling / chiller, if billed separately;
- master-community levies that sit beside the building rate.
Always ask for the breakdown of the last full financial year plus the current-year budget. A verbal “AED 18 per sq ft” without a statement is not a fact.
RERA/DLD oversees property management and owners associations in Dubai; check current circulars and the specific building file, not a blog rate. The purchase itself, including the DLD starting point of 2% + 2% and trustee fees, is in What buying an apartment costs.
What to request before you sign
Turn the list below into an email to the broker or seller. No answer, no MOU.
- Service-charge statement for the last 12 months, per unit or per sq ft with the exact chargeable area.
- Current-year budget and whether an increase has been announced.
- Arrears on the unit (often an NOC point).
- Chiller: included or separate, and on what basis (consumption versus a flat charge).
- Reserve fund: does it exist, and are special assessments planned (façade, lifts, parking deck)?
- Insurance: what the OA covers, what the owner must place.
- House rules that affect letting or own use: pets, short stay, alterations.
- Manager: who invoices, in which currency, what penalty for late payment.
On off-plan, the quoted rate is often an indication until handover. Put a sensitivity in your model: +20% and +40% versus the brochure. That is a stress test, not a forecast. See Off-plan or completed property.
Management: self, agent or specialist
Three levels, with different cost and accountability:
| Model | What you buy | Typical extra line | Fits |
|---|---|---|---|
| Self | You invoice, inspect, deal with the tenant | Your time, travel, legal follow-up | Own use or one unit you know |
| Letting agent | Finding a tenant, Ejari help, sometimes collection | Commission (often a share of annual rent, negotiable) | One unit, you are often in Dubai |
| Property manager | Inspections, vendors, reporting, sometimes 24/7 | A percentage of rent or a fixed fee | Several units or an absent owner |
Ejari is tenancy registration in Dubai, not a UAE-wide system. A manager who “handles everything” without a written scope handles nothing enforceable. Put in the appointment: inspection frequency, a repair threshold, who manages the DEWA account, and how termination works.
Management commission is not a service charge. Keep them separate, or net yield will look better than it is. Method: Gross and net yield.
Worked example: annual holding cost
Worked example, not a market estimate. Assumptions:
- Apartment in Dubai, chargeable area 1,000 sq ft.
- Service charge AED 16 per sq ft per year = AED 16,000 (assumption; ask for the real statement).
- Chiller separate AED 4,500 a year (assumption).
- DEWA own use in light occupation / void AED 6,000 (assumption).
- Owner’s building/contents insurance AED 1,200 (assumption).
- Management 7% of an assumed annual rent of AED 110,000 = AED 7,700 (assumed rent; not an income promise).
- Internal maintenance and replacement AED 3,000.
Holding costs in this example: 16,000 + 4,500 + 6,000 + 1,200 + 7,700 + 3,000 = AED 38,400 a year.
If the same unit sits empty, the management commission on rent falls away, but DEWA and service charges continue. The annual burden does not fall in proportion; liquidity tightens. Put a void scenario beside a let scenario, without treating either as “the Dubai average”.
How to compare providers
Ask for three written quotes on the same scope. Compare not the percentage but:
- what inspections include (photos, report, follow-up);
- whether Ejari and contract drafting are included;
- who is liable for a missed deadline;
- notice period and data ownership (keys, contracts);
- references you can verify — not anonymous “expert reviews”.
Licensing: a Dubai real-estate office should be RERA/DLD-registered. Check the number. More on choosing a counterparty: Choosing a trusted advisor in Dubai and Community.
Emirate and origin
Service charges are a Dubai community fact, not Dutch VvE law and not a Belgian syndic regime. Your origin country does not set the rate; it may affect whether the cost appears in a home tax return. Tax residence does not follow from the language on the invoice. See Dubai property and tax.
